Andrew Neff is an associate director with the Upstream Companies and Transactions team at IHS Markit, where he focuses on strategic and competitive dynamics within the upstream oil and gas segment. As part of his work managing team coverage of national oil companies (NOCs), Mr. Neff oversees research and analysis pertaining to government policy and company strategy assessments, as well as authors reports on NOCs in the Commonwealth of Independent States (CIS) and Caspian region. He also contributes analysis and insight on government energy policy and upstream investment risk in Russia, Eurasia, Turkey, and the Caspian region for the Oil and Gas Risk Service, as well as the Russian and Caspian Energy team. Mr. Neff has more than 20 years of experience in the energy sector, and has lived and worked in Russia, Turkey, Ukraine, France, and the Czech Republic. Prior to joining IHS Markit, he worked as an international energy analyst for a contractor to the Energy Information Administration, the statistical division of the U.S. Department of Energy. Mr. Neff holds a Master of Arts in international affairs and environmental policy from George Washington University's Elliott School of International Affairs in Washington, D.C.
