Mr. Andrew Neff serves as a principal analyst at IHS Markit, with a regional focus on coverage of Russia, Eurasia, Turkey, and the Balkans region. He contributes analysis and insight on government energy policy, company strategy, and upstream investment risk for the Oil and Gas Risk Service, as well as the Russia and Caspian Energy service. Mr. Neff covers regional NOCs and coordinates team coverage of government policy and strategy assessments for the National Oil Company Strategies service. He has more than 15 years of experience in the energy sector, and has lived and worked in Russia, Turkey, Ukraine and the Czech Republic. Previously, he worked as an international energy analyst for a contractor to the Energy Information Administration, the statistical division of the United States Department of Energy. Mr. Neff's degrees include a Bachelor of Arts in Communications from the College of Wooster, Wooster, Ohio, US, and a Master of Arts from the Elliott School of International Affairs, George Washington University, Washington, D.C., US, in International Affairs and Environmental Policy.
